Plot, if any-1982 was a good year for Gotham City. With criminals running amok, the Police Department of Gotham was inept to handle the mafia and the thugs running and ruling the streets. Corruption, lack of funds, low morale, and lack of personnel, it was not enough for them to handle the city. Gotham was quickly overtaking cities like Miami for crime. All hope seemed lost. But from the darkness came a hope.
That year, Bruce Wayne returned from his five-year self-imposed exile. A young man of twenty three, he returned one silent night to Wayne Manor, Alfred Pennyworth having dismissed the youngest Wayne for dead. Alfred helped Bruce return to health and saw to it that Bruce received his inheritance. Bruce, just a few nights later, slipped away and took a ride in his father's 1963 Ford Shelby Cobra, donning a mask, a trenchcoat, a baton, and a few handcuffs, and thus Batman was born.
Batman has since changed his batsuit and batmobile, and now uses a variety of high-tech gadgets, though his mind remains his greatest weapon. Now, the year is 2012, and the New Year has just begun. The criminals of Gotham know that Batman has aged, after thirty years of activity. Both old villains and new are looking to put a heavy tax on Batman-But he is not alone.
The Outsiders, once known as the Bat Family, are Gotham's Knights, keeping the streets safe from the most dangerous criminals. With Batman's leadership, policies, and training, the resources granted to them by Lucius Fox, and with the assistance of the Gotham PD, the Outsiders protect the citizens of Gotham. With Bruce aging, he relies more and more on the Outsiders, but that is not to say that the Batman is out of the picture.
With chaos running the streets and the Police and the Outsiders not being enough, some citizens, inspired by the Outsider's image, don their own vigilante personas. These people, collectively known as the Batz for their imitative styles, seek to make Gotham City a safer place by taking matters into their own chance. Without clear leadership, morals, or training, however, most give up. Some betray their causes. Others seek the attention. But a few rise above the rest, and despite the distaste it leaves in the mouth of the police and the Outsiders, and they become Knights unto themselves.
Having been established in the mid 19th century to help with a rising pickpocketing ring, the Gotham Police Department now is now only second to Metropolis in equipment, funding, training, and personnel. But even with all of this, recent rises in crime have strained it. With the assistance of Batman, they weeded out a recent corruption, and now have both criminals and Vigilantes to deal with. That isn't a deterrent for GPD, however-It's a challenge.
As long as the city has stood, Gotham has had its criminals. With the recent rise of organized crime, there still remains the casual street thug, but even they, known as Rogues, are not to be underestimated. Rogues are street gangs, thieves, and the villains that don't care to be part of the rising criminal empires. Though not an organization, they still cause everyone quite a bit of trouble.
For the last thirty years, since the first weeks of Batman, the Joker has been the Dark Knight's greatest-and most evasive-opponent. And now, with the physically aging Batman, comes the mentally aging Joker, organizing his fellows into the aptly named Jokerz to maintain his legacy. They are full of the best the streets and syndicates of Gotham can offer the Clown Prince of Crime, and now he wages war on his rival, in what some believe to be one of his last attempts to finally get into Batman's head.
A storm looms over Gotham. Are you ready?
